    Marini's book is the culmination of four decades of study on the unconstitutionality of the administrative state, the dangers it poses to self-government, and its mounting crisis. His first book, Comparative Administrative Law: An Analysis of the Administrative Systems, National and Local, of the United States, England France and Germany () brought two important contributions to the emerging field of political science. It was one of the first systematic studies of public administration and a pioneer work in the Education: Ph.D, LL.B. Columbia University.

Waldo's book is a classic in public administration. He is a historian at heart, and provides a history of one of the most active periods in PA, the century before the book's publication.
